Until 26 May 1887, the College was governed by the former trustees of the institutions which had amalgamated to form it. From this date the newly constituted Board of Governors assumed control. The Board was responsible to the Scotch Education Department.

The Board appointed a Secretary and Treasurer in 1888 (renamed Secretary and Director in 1903 and Director in 1911) to arrange and keep the minutes of its meetings and to provide general administrative support. In 1928, a new post of Secretary (called Secretary-Treasurer between 1949 and 1962) was created, which took over these responsibilities.

In 1962, under the terms of the College scheme of that year, the Board of Governors was renamed the College Council.
