The constitution of the college was set up in a deed of endowment and trust dated December 1881, by Miss Mary Ann Baxter of Balgavies and John Boyd Baxter of Craigtay, Dundee. It was modelled on that of a joint-stock company, providing for trustees, governors, council and education board. Responsibility for developing the legal framework of the college rested with the council and the governors, with administrative support provided by the secretary. The ultimate authority to alter or make new regulations rested with the governors as the supreme governing body. The constitution of the college remained unchanged after the affiliation and partial incorporation with St. Andrews University in 1897. Despite an investigation and recommendations for reorganisation, it remained the same until 1953 when the University of St. Andrews Act dissolved the governing bodies of the college and placed its government in the hands of the remodelled court of St. Andrews. The teachers and students of the college were formed into a society designated Queen's College, Dundee. |
