From the 17th century, decisions affecting publishing policy were taken by both the Senate and the Faculty. At this early stage, however, the University's publishing policies simply extended to the appointment of printers and publishers to carry out publishing on the University's behalf. The University did not undertake any publishing directly. After the Faculty was abolished by the Universities (Scotland) Act, 1858, the Senate became solely responsible for making policies regarding the appointment of printers and publishers. This remained the case until the Universities (Scotland) Act, 1889 placed overall responsibility for such decisions in the hands of the University Court.

In May 1925, following a change of publishing strategy, the Court appointed a Standing Publications Committee, the responsibilities of which included making decisions affecting publishing policy, subject to approval by the Court. In 1968, the Committee changed its name to the Publications Committee. In 1973, it changed its name again, to the Publications Board. In 1984, it reverted to the title Publications Committee. By 1998, it had effectively become a subset of the University Research Committee.
